Mouse click unstoppable

Downloaded the 18-12 patch this morning and it works great on NT4.  Thanks
much for doing this work.

I've run across one thing that I'm curious if anyone else has seen: if I
open a large multi-record text file in a text editor, then click once on
the scroll bar (not the arrows) then it scrolls until it reaches the end of
the file.  

Any suggestions?
